Initiate and deploy a "State Startups" programme in Morocco in collaboration with ADD, AFD, and guarantors of the Beta.gouv methodology


Context and need
- The Beta.gouv methodology has proven itself in France, initially supported by DINUM with the launch of 100 digital public services based on the lean startup methodology
- On the strength of this experience, AFD joined forces with ADD to test this methodology with Moroccan public administrations and chose INSKIP to pilot this deployment and support the 2 selected State startups


Approach and methodology
- Application of the lean startup methodology to the creation of two public services: autonomy, impact, continuous experimentation
- Mobilisation of Associated Entrepreneurs to deploy startups and their impact hand in hand with the two intrapreneurs
- Management of the process and coordination of the various stakeholders in order to monitor its impact and anticipate its amplification


Actions
- Construction of two State Startups: Diramino, a platform working for the financial inclusion of Moroccan youth and JIL'DAR a community of content creators supported by the Maisons des Jeunes (public cultural institutions working for the development of youth)
- Structuring of two Boards of Directors and preparation for refinancing requests
- Accompaniment of the ADD in the design of a state incubator and the amplification of the approach


Results
DIRAMINO
- Design of the platform and two educational modules: Managing your budget & Choosing your financial services
- 2,100+ youth completed the course
- 2000 community members
JIL'DAR
- 3500 unique visitors on the website
- 200 online applications for the initiative
- Design and deployment of participatory trainings per month with the youth of Azilal and a growing interest of the local community, with 30 video contents produced in Azilal
- 320,000 cumulative views based on the 7 JIL'DAR video productions posted on Instagram
